Occupy Central

Occupy Central is a civil disobedience movement which began in Hong Kong on September 28, 2014. It calls on thousands of protesters to block roads and paralyse Hong Kong's financial district if the Beijing and Hong Kong governments do not agree to implement universal suffrage for the chief executive election in 2017 and the Legislative Council elections in 2020 according to "international standards." The movement was initiated by Benny Tai Yiu-ting (戴耀), an associate professor of law at the University of Hong Kong, in January 2013.



Umbrella Movement



The Umbrella Movement (Chinese: 雨傘運動; pinyin: yǔsǎn yùndòng) is a loose political movement that was created spontaneously during the Hong Kong protests of 2014. Its name derives from the recognition of the umbrella as a symbol of defiance and resistance against the Hong Kong government, and the united grass-roots objection to the decision of the Standing Committee of the National People's Congress (NPCSC) of 31 August.

The movement consists of individuals numbering in the tens of thousands who participated in the protests that began on 28 September 2014, although Scholarism, the Hong Kong Federation of Students, Occupy Central with Love and Peace,  groups are principally driving the demands for the rescission of the NPCSC decision.

官民不按牌理出牌 政治鬥爭傷害社會
SINCE the Legislative Council (Legco) resumed its session this legislative year, pan-democratic legislators have paralysed legislative business and blocked government business with filibusters in their non-cooperation movement. The administration has tried to get its applications for funds through the Finance Committee by shuffling its agenda. As neither officials nor legislators stick to the rules of the game, the fight between them may derail the administration's plans. The newest battle between them is about funding for the Innovation and Technology Bureau. The political fight between the administration and the pan-democratic camp has kept intensifying. That does not seem to advantage either in any way, but their struggle has harmed society tangibly and intangibly. Legco being as it is, it is hard to carry out government policies, and even the hope for effective government now seems extravagant. One cannot but be worried about Hong Kong's future.


立法會本立法年度復會之後,泛民議員開展不合作運動,以「拉布」癱瘓議事,阻撓政府施政;政府則以調動議程等方式,爭取個別事項在財務委員會獲撥款通過。由於政府與議員都不按牌理出牌,於是形成官民脫軌混戰,最新一樁是就創新及科技局撥款的對抗。政府與泛民議員的政治鬥爭愈來愈尖銳和激烈,從不同角度都看不到對雙方有任何好處,反而社會承受着有形無形損失。按立法會目前的情况,不僅難以落實政策措施,改變停滯不前的局面,連有效管治也成為奢侈的憧憬。香港前景使人憂心忡忡。

There is no denying that pan-democratic legislators fight for democracy, but it is impossible to see why they have done so by causing society to harm and maim itself. They were stakeholders in the Occupy movement. The blocking of thoroughfares affected citizens' lives and made it hard to scrape a living, but they did not care one iota. Some legislators who are lawyers have expressed the view that it does not undermine the rule of law to defy court injunctions. That has provoked an outcry. They have tried to block government business with abnormal behaviour in the legislative chamber. It is not clear how it would benefit society, but it is obvious that their doings have affected citizens' lives and impeded development. Though pan-democratic legislators have tried to prettify their filibustering and other non-cooperation tactics in recent months, surveys show citizens now take a poorer view of them.

無人可以否定泛民議員追求民主,只是為何演變至使社會自傷、自殘方式為之,使人無法理解。佔領行動爆發之後,泛民議員成了持份者,他們對堵塞主要幹道,影響市民生活生計,毫不在乎,法庭頒發禁制令,有法律背景的議員認為不遵守也不損害法治的說法,輿論嘩然;他們在立法會以不正常議事方式,阻撓政府施政,看不到如何有益於市民與社會,民生受影響、發展受阻延卻是顯而易見。綜合而言,最近數月泛民議員雖然美化「拉布」等不合作做法,但是一些調查結果,反映市民較多地以負面看待他們。
According to the latest survey conducted by the Public Opinion Programme at the University of Hong Kong, since the Occupy movement ended, pro-establishment legislators have regained their strength, but pan-democratic legislators have kept losing their popularity. The popularity ratings of Alan Leong (the Civic Party), Emily Lau (the Democratic Party) and Lee Cheuk-yan (the Labour Party) have respectively fallen to their new lows since 2006, 1994 and 1995. It is clear from pan-democratic legislators' falling popularity ratings that citizens have made use of the "steelyards" in their minds. Pan-democratic legislators may, if they ignore such information, have to pay for it politically.

港大民意研究計劃最新民意調查結果,顯示佔領行動之後,建制陣營議員開始恢復元氣,泛民議員則繼續失勢,其中曝光較多的公民黨梁家傑、民主黨劉慧卿和工黨李卓人的得分,分別跌至2006年、1994年及1995年以來個人新低。泛民議員評分普遍沉降,顯示市民「心中的一把秤」在發揮作用,若泛民漠視相關信息,在政治上或許要付出代價。

It may not be above criticism for the administration to have shuffled the agenda in its fight with pan-democratic legislators over its application for funding for the Innovation and Technology Bureau. However, had the agenda not been altered, pan-democratic legislators would have continued to filibuster about the Fisheries Development Loan Fund, and it would be doubtful that discussion of the application could begin. The application has at least come to be discussed because of what the government has done. Whether it will go through depends on pan-democratic legislators' reactions. Pan-democratic legislators' non-cooperation is directed at Chief Executive Leung Chun-ying. Their moves are personal rather than based on merit. Because they have such an attitude, public opinion is on the whole unfavourable to them. They always say they represent the will of the people, but their attitude towards the Occupy movement, the constitutional reform plan and the non-cooperation movement is clearly at variance with what citizens wish. It is clear in many ways what citizens are unhappy with and what they look forward to. We wonder whether the right honourable Legco members are willing to listen to them or see what they wish.
政府與泛民議員在創新及科技局的撥款申請對決,政府臨時抽改議程的做法,或有可議之處,不過,按原來議程,泛民議員在漁業發展貸款基金「拉布」,則創科局能否提出來正式討論,亦成疑問,政府的做法,起碼有機會討論,能否過關,還看泛民議員如何反制了。泛民議員的不合作做法,主要是衝着特首梁振英而來,這種對人不對事的取態,輿情總的而言對泛民議員不利;泛民一貫以代表民意自居,但是在佔領行動、政改方案和不合作運動,泛民議員取態明顯與民意有落差。公衆的不滿與期盼,已經在不少方面顯露出來,未知尊貴的立法會議員是否願意看得到、聽得見。
