懲教所對書信有嚴格規定，僅列出注意事項如下：
（如有錯漏／更正／更新，請不吝賜教）

【一般處理程序】
1. 寄往懲教所給在囚人士的信件，會被懲教署職員拆開檢查
2. 在確定封信無違禁物後，職員會收起封信，不會給在囚者，只會交信紙部份給他
原因：
❖ 以防有人將違禁物收藏在郵票與信封之間
❖ 如果在囚者想要取回信封，必須提出合理理由（例如想要個回郵地址）方可向獄方提出申請
❖ 即使成功取回信封，郵票亦會被撕走
❖ 如須附上「回郵地址」，請・寫・在・信・紙・上

【寫信須知】
1. 一・定・要・在「信封面」及「每一頁信」寫上在囚者的「在囚編號」（公眾若不清楚，請於信紙右上方留下多點空間，我們會有抄寫義工逐一補上）

2. 因部份懲教所人數逾千，有機會有同名同姓者，所以必・須・寫・在・囚・編號，否則朋友很可能沒法收到信（同上，公眾可於信紙右上留白）

3. 由於職員收起了信封，所以「一定要」在「每一頁」信寫上在囚編號及頁碼，萬一散佚了都可尋回

4. 並非必須使用白色信封或信紙，但信封或信紙上，絕・對・不・能・貼上任何貼紙或黐上閃粉、額外裝飾。否則封信會一個個窿，因為貼紙會被職員剪去（理由見【一般處理程序】第2. 點）

5. 信封内，除信紙外，不・可・以・附有任何物件，例如：錢、郵票、回郵信封、食物、書簽、咭片、剪報等等。否則在囚者會被叫去收押室，職員會在他面前將信件存入他的私人物件保存處。直至離開懲教所的一天，方會交還收信人。

【回信】
1. 紙筆：懲教所內，在囚者可以有筆、練習簿等文具（由親友購買），但信封、信紙，須經申請，獲批後，才可由親友購買，探訪時帶進去。一般都會批准。

2. 郵票：定罪在囚人士每星期可寄出一封由公費支付信封、信紙及郵費的信件。如欲寄出更多信件，則可用由工作賺取的工資購買郵票。如有需要，所有在囚人士均可申請由探訪者把適量數目的郵票帶給他們。

3. 未有回信：如未收到回信（也許亦未必能一一回覆），請無須擔心

【幾點注意】
1. 關於「在囚編號」，由於屬個人私隱資料，我們不便公開。不清楚「在囚編號」但想支持服刑者的公眾，請盡量寫清楚收信人全名，我們會補上再轉寄予當事人。

2. 在囚者的親友或公眾有其他查詢，可私訊聯絡我們。我們會盡力而為。謝謝。

[Guidelines for writing letters to support the prisoners of conscience]

We know many of our fellow Hong Kongers and supporters want to write a few lines to support our dear friends whom have been imprisoned for their participation in political activities and protests. The below two parties will help to coordinate:

Please specify on the envelope:
(1) the full name of the prisoner
(2) Prisoner number (if known)
(3) Prison address (if known)
(4) "Support for Prisoner of Conscience"

Since the Hong Kong Correctional Services Department has strict rules for prisoners’ correspondences, we try to list the most important points as below. Please take note before you write:

(Please feel free to let us know if you find any mistakes/necessary amendments in the below)

 [General procedures]

1. All letters sent to and from prisons are checked by the staff of the Correctional Services Department

2. After checking and confirming that the letter contain no prohibited item, the prison staff will keep the envelope and pass only the letter paper to the prisoner.

The reason behind is:
To prevent the possibility that contraband items hidden behind the stamp or inside the envelope to be sent.

❖ If the prisoner wishes to retrieve the envelope, he must apply to the prison with reasonable reasons (for example, if he wishes to have the return address)
❖ Even if the envelope is successfully retrieved, the stamp will be taken away
❖ If you want to include your return address, please do include it in the letter body

 [When you write… ]

Must specify the “registration number” of the person in custody on the envelope and each page of the letter
Since there is more than a thousand people in custody, the opportunity that two or more persons having the same name can’t be ruled out. So it is very important to specify the “registration number”, or else your friend may not be able to receive the letter.
Because the staff will put away the envelope, it is necessary to write the “registration number" on each page of the letter.
It is not a must to use plain envelopes or plain papers. But please be reminded that any kind of stickers, glittering or decorative items affixed to the letter is not allowed. Or else, the staff will cut the parts away and there will be holes on the letter.
In the envelope, except for the letter itself, pleae make sure you do not include any other items such as money, stamps, envelopes, food, bookmarks, cards, clippings etc. Otherwise the prisoner will be called to the receiving room, and the staff will show them that the items will be kept in the possession of the correctional service till the day when the prison leave the prison.

1 Pen & Paper: All prisoners can have ball pens and exercise books (purchased by friends or relatives). But they have to apply if they want envelope and letter pad (Normally will be approved). After approval, friends or relatives visiting the prisoner can bring them envelopes and letter pads.

2. Stamps: Convicted persons in custody can send one free letter per week with envelope, papers and postage at public expense. If they want to send more often, they can use their earnings from the work to purchase stamps. For remand persons in custody, they will be furnished with reasonable amount of paper and other writing materials to write letters. If necessary, all persons in custody may also apply to hand in appropriate amount of stamps from visitors.

3.If you receive no reply, don’t worry. Please understand the prisoner may not be able to reply to every letter sender.

Notes:

1. With regards to the "registration number", we are not allowed to disclose due to privacy. If you do not know the "registration number" of the prisoner of conscience you intended to write to, don't worry and please specify the full name of the recipient in your letter. We will arrange to add the number then.
