大角咀遇襲 黃之鋒遭拳打腳踢 錢詩文遭扯頭髮拖行

學民思潮召集人黃之鋒在facebook專頁透露,他與學民成員錢詩文,於今晨約12點在大角嘴街頭突然遇襲,現正前往廣華醫院。

學民旗下媒體《破折號》報道,今晨12點黃錢二人行經大角咀,突有一對男女自對面馬路衝至襲擊;該男子箍著黃之鋒的的頸部、向他面部揮拳,一旁的錢詩文舉機欲拍下情況時,被該男子推倒在地,該男子一度扯著錢詩文的長髮在地上拖行,又以腳不停踢擊倒在地上黃之鋒。兩人傷人後分頭逃走,目前不知身份及動機。


黃之鋒在事發約一小時後在facebook交代情況及上載照片,可見面部有明顯傷痕。他指一對施襲者大概20餘歲,兩人與其擦身而過時,「男生突然衝上前箍著我的頸,一拳打至我的左眼位置,接著讓我的眼鏡飛脫並倒地……錢詩文嘗試擋著該男生,結果該男子則對我和錢詩文拳打腳踢。」




我現正前往港華醫院,在2015年6月28日(星期日)晚上9時40分,我與錢詩文前往奧海城看電影,約於11時45分左右離開,打算前往旺角地鐵站各自歸家。在12時02分,我和錢詩文在大角嘴榆樹街看到一對大概20多歲的情侶,在與該對情侶擦身而...

任內受《聯合聲明》《基本法》限制
彭定康:我應更早推動港民主



在英國國會大廈對面的上議院Millbank House等候,一陣熟悉的聲音,把木門推開,久違的末代港督彭定康,親切的臉孔,跟他握手問好後,走上一樓,他帶在前頭。英國百年老樓木梯,顯得腳步特別沉重。71歲政治家的份量,在木板聲裏感覺得到。

記得1992年第一次看見彭定康在大會堂對出碼頭,準備正式抵港上任第28任港督儀式。他當時穿西裝,小女兒雅思(Alice)是個還帶着稚氣的12歲女孩。如今,3個女兒為他帶來8個孫子了。

「我第一趟來這裏。」在一個長形會議室裏訪問,記者先開口。

「我第一趟來這房間。」他回應開場白,半分幽默。對着陌生人,空間太大,他走到英國畫家Diane Ibbotson畫前細看,畫家的窗外記憶,是二月春天海上的浮光掠影《All that Glitters》。他再看對面另一幅如相片實景的風景畫之時,走動之間的光影,在窗外昏黃雄偉的國會大樓前,如畫過一段短短的歷史。旁邊西敏寺,是大文豪狄更斯下葬的地方。

記得外國傳媒去年拍下一張他在香港的照片,看到蒼白憔悴的彭定康,才驚覺年歲走過。時間,刻在人面上的,有時比刻在心裏還要殘忍。面對面看着Patten,聚焦五官,他的圓眼睛圓鼻子,看不到英國老紳士的尖刻。聽他開口說話,一時間,又讓人相信他還是昨天的肥彭。

讚魯平有教養君子

「我已經好多了,我睡得好,忙於工作,花很多時間看書、寫作,也花很多時間講書及演講。」於牛津Balliol College畢業的彭定康,早前還為教宗到梵蒂岡處理相關工作,復活假前,到羅馬不只一趟,長則3星期,短則兩三天。投入工作,忘記自己退休。年輕時想跟時間競賽,退休又想拒絕時間編配給我們的角色。肥彭每天用計步器數算有沒有走足2萬步,雖然說話速度緩慢了,政治風趣不減,「那是國家機密,今天已走了數千步」。他現居於Barnes,家在樹林對面,從倫敦維多利亞車站15分鐘車程就到了。為方便處理大學校務,他在牛津大學附近也買了一個單位。

「這個夏天,我將會寫另一本新書。」構思裏,新書盡是他感興趣的問題,包括身份問題的破壞力,Poison of Identity Politics,克林頓也曾發表相類題目的公開演說。彭定康提出,「有時我們會把過於膚淺的忠誠凌駕於人性之上」。他探討香港與中國之間的問題,也思考對死亡的看法。

「你怎樣看死亡?」問死,題目太大。他看着記者,心裏的想法浮在面上。

「那是每一個人最終都要做的事情。我為那些不相信死後有永生的人難過,一定要心境蕭瑟又勇敢才可以。」彭定康主動轉到開首時提過的問題,談以往的政治對手港澳辦公室前主任魯平。他說,魯平如其他共產黨官員,說話身不由己,當日若是換了另一個處境,相信大家一定可以有很好的關係。正如他完成末代港督歷史任務後,到布魯塞爾出任歐盟對外事務專員,遇到時任中國外交部長,對方跟他說:「彭定康,這一次我們應該合作。」

「那可是我上一回想做的事情。」他回應對方。政治家,最怕沒有火花。懂得閱讀人,也要懂得閱讀歷史角色。生前死後,彭定康千古罪人,真是魯平說了算?

「當你聽到他(魯平)辭世的消息,當刻感覺怎樣?」記者問。

「我為他祈禱,他是個朋友啊。」

「你看他是朋友?」「啊,他不是朋友,他曾經與我共事卻又不幸未能成功合作,但他是個有教養的中國君子。」彭定康寫過東方西方《East and West》,書中提到,當年來港上任港督前,準備先到北京拜會魯平,交流在港發展民主步伐的意見。來自商界的方黃吉雯卻對彭定康說,若能在政改上講魯平想聽的說話,興建新機場問題就會得到好消息。彭定康向她回敬,所有人都對他說過中國人的面子問題,但英國人也講面子,若果要以香港人的自由、民主交換興建新機場,他治下的最後殖民政府,將會是最跛的跛腳鴨政府。

一向有人拍北京馬屁

時間,會為一張一張的臉孔寫下註釋。年來,不少香港人重提彭定康最後施政報告經典金句,他憂慮香港的自主權,不是被北京剝奪,而是一點一點斷送在香港一些人手裏。
「這一種人,你認為出現了嗎?」記者問。

「他們一直存在。(一直存在?)唔,我想,經常有一種人以為拍北京中央馬屁最好的方法,就是向共產黨官員說他們愛聽的說話。在孔子其中一節教導提到,一個領袖遇到最災難性的,莫過於身邊的人給他壞意見,這些人還自以為這是領袖想聽的說話。」

「那你又會給這些傳話的人甚麼建議?」

「我建議他們為香港人說話。」

Jonathan Dimbleby寫的《The Last Governor》提到,早於1952年,英國國會下議院提出香港政改問題,卻找不到機遇,當時港督葛量洪不熱衷為政治制度作出重要改動,民主進程死亡。後來的麥理浩一樣抗拒推行民主政制發展,力主推動民主發展的布政司姬達,於1981年建立了18區區議會直選模式,初步確立民主選舉原則。Dimbleby寫道,為免民主選舉令中共憂香港變顛覆基地,麥理浩迴避民主發展,他引述麥理浩回憶說:「我的工作是想建立富足有凝聚力的香港……直至今天,午夜不眠,回望這些事情,會想想是否應該做得更多,而我仍然認為自己是對的。」

今天,香港回歸18年,末代港督從不迴避應該更早在香港推行民主的想法,如今午夜夢迴,也會想起自己對香港盡了力嗎?「感恩,我夜裏睡得好。若有耿耿於懷的事情,那就是我沒有更早推行民主發展。其次,若英國的外交政策失去人性價值的承擔,我會憂慮。」出生中產家庭的彭定康,少年時代曾到美國交流,畢業後不久加入保守黨工作。他對記者說,早於1979年第一次來香港後,寫了一篇文章,當時已經與一位同僚辯論發展民主對建立一個好政府的重要性。彭定康曾經是英國保守黨主席及文膽,說話文章源於心裏信念,英國民主800年,黨派思想不同是平常事,政治裏要做真君子,應該表裏如一。他特別對記者提到立法會主席曾鈺成,尊敬他敢於維護自己相信的共產信念。
「但劉慧卿形容你那套是一滴民主。」

「她是對的,她是對的,但我當時是在《中英聯合聲明》及《基本法》限制中找空間,實際上,我根本沒做過一點了不起的事情,是那些中共宣傳者,把我變成一個民主英雄。劉慧卿說得很對,我推動的民主不多,但已做了應該做的事情,正如她與很多其他人都知道,在推動民主上,我強烈支持應該更早做,並且應該做得更多。」

相同信念,位置與命運不同。有民主、沒有民主的苦果,都是香港人自己承受。若果說我們跟彭定康有共同經驗,那就是爭取民主之時,都要面對中國共產黨。他5年港督任期,視民主如明天的味道,鐵心不妥協,最終政改沒有如直通車順利過渡。回英以後,換了角色,在中英政治裏,他也曾幾度是北京座上客。對英政府早前籲請香港人接受8.31框架下無真普選的政改方案,他直言英國是難以自圓其說的。對於香港人,泛民成功否決政改那一幕,絕不是笑着看建制派在立法會表演鬧劇就完事,如何前行,明日天涯,都在未知裏。

「不要忘記1997年至今近20年,很多東西都改變了。」彭定康對記者說。他相信香港終有民主。

「很多事情都改變了,但不是向好。」這一趟來,有必要為香港計數。

「若果1997主權不用回歸中國,又倘若租借條款至2017年才到期,香港發展民主情況就不會如過去20年。」如果,香港不回歸,英國政府又會怎樣處理香港民主發展政策?對於一個英國政治家而言,香港民主,可能是政治生命的其中部份。在於香港人,未竟之業,追求民主是沒有如果的。

中國成功全球有利

訪問彭定康當天是政改辯論如火如荼的第一天,他說當日有3至4個廣播機構找他評論香港政改,但都被回絕了。不在其位,不想對立法會事情指指點點,至於以往答應會為香港大聲發言,「我一直在做,去年民主示威(雨傘運動)我就說過了」。那張在牛津大學裏面舉起黃雨傘的相片,他看得高興,記者說家裏也有把黃雨傘,他眼睛一眨說:「我家也有一把。」

不在香港,彭定康對雨傘運動,念念不忘,特別提出3點意見。第一,雖然運動中可能有包括黑社會介入,出現暴力,但絕大多數情況下,這是香港有史以來最有禮貌的示威。第二,年輕人是美麗的花朵,他們為香港民主努力,這一種情懷一定繼續發展,不會消失。「誰主明天?難道是北京政治局?還是香港的年輕人?」第三,若果有人因為年輕人離開街頭,重返大學講壇上課,就以此輕看他們,這會是個極大的錯誤,「我想,他們是不容輕看的,他們是坐言起行的最好例子。」

老練的政治家,對國家級別政治問題特別感銳,他就雨傘運動批評共產黨宣傳伎倆時,像個重炮手。「他們假裝在港發生的這一切,都是有外部勢力作階段性操控,受中央情報局操控,受英國人擺佈,甚至是外星怪人。為何這些共產宣傳者總要把我們當白癡,若果他們有真憑實據,早就拿出來了。人人都知道我不反中國,人人都知道我認為中國經濟成功對全世界都有利,我希望他們繼續成功,也希望中國與美國及歐洲維持最好的關係。我並不想大家跌入權謀陷阱,讓現有權力打壓冒起的力量,但這不代表我贊成共產制度或共產行為,我不,因為它對人道價值及標準,都有基本性傷害,因為,我看現在中國官員與普京先生沒有大分別了。」

現在跟英國人說政治,雙方都有角色上的複雜性。殖民地成長一代的香港人,難辨殖民影響,偏偏一種鮮明戀殖情懷,卻在回歸後成長的下一代萌芽。當年在牛津修讀現代歷史的彭定康,作為現任牛津大學校監,不時跟來自香港及內地學生交流,對戀殖心態有他的看法。

「香港有年輕一代想問你,在一些社會運動及示威中,有人高舉殖民地時代的香港龍獅旗,你怎樣分析這樣的行為及想法?」

「可能是對一個他們認為自由更有保障的時代的一種緬懷。那是一種好奇,因為我在香港時,他們很多人可能還未出生,但他們現在應該知道所有事情了。首先,正如我在書裏、在講座說過,在21世紀裏,沒有人能為殖民主義開脫。但很多人都知道我盡了力、英國盡了力去保證香港維持自由、繁榮及成功。我當年提出溫和的政改方案推展民主發展,很多人告訴我會破壞經濟。結果,我們每年減稅,增加開支,增加儲備,同時,我們興建機場的錢來自收入而非借貸。所有政治變化及政制改革會損害香港的說法,完全是虛假的,不真實的,過去與現在都一樣。」

仇恨內地人很危險

在較長的陳述之間,有一刻,閃過他一陣蒼老的臉孔。當年中國共產黨誤把他變成民主英雄,同樣,今天高舉龍獅旗的人,是不是有需要清晰自己的思想路向?

回歸以後,彭定康斷續來港,對上一次是去年初,他說感受到香港的分化。「主要分歧在於對民主法則及對公民社會應有自由的不同看法。而另一個分化是,香港特質與中國特質兩者存在分歧。香港是中國一部份,沒有人會激烈爭論,但在中國一部份之餘,香港是有它特別個性的。」他甚至認為香港不但對中國,甚至對整個亞洲及世界來說,都會繼續是個特別的地方。

香港冒起本土主義,彭定康明顯對中港矛盾有所掌握。「即使你對中國共產黨過度影響香港有強烈不滿,即使你不喜歡內地人來香港走水貨,即使你不喜歡內地人來香港買豪宅洗黑錢,也不應為此仇恨中國人(內地人),香港人也是中國人,香港中國人。若果這一種仇恨化為對中國大陸人的敵對情緒,這將會是很危險。」

「為甚麼這種想法沒有在英治時期發生?」

「因為以往的管治,即便有任何獨特意念思潮,都不會被壓制。以往,內地人潛逃來香港尋找避難天堂,那就是內地人對香港有最大影響的時候。」他曾經對香港的大學學位做研究調查,發現大部份畢業生來自公屋,而且,很大比例的人都是兒童時期移民來港的。從他以往的私人秘書上一代,到當代大學生,都是無法跟中國割裂的。有一段時間,香港對內地的吸引力,在彭定康看來,是因為有自由而不是有民主,這是兩種思想的不同源流。但他對李光耀一套亞洲價值觀,並不認同,也不相信中國人不適合發展民主的一套理論,而台灣就是一個好例子。

香港人視野廣,但看世界政治要闊要深。彭定康出任歐盟專員期間,處理過前南斯拉夫戰後政策事宜。波斯尼亞穆斯塔爾Mostar老橋重建,寄望三個種族放下仇恨,重修關係,當天他也有出席老橋重開儀式。歷史叫人思考而不是提供答案,新舊遠近歷史鐵證,當一國興起仇恨戰亂之時,聯合國、境外援手,從來救不了黎民百姓旦夕生死。

今天,末代港督府兩隻小獵犬Whisky和Soda已在雲端吼吠。彭定康太太林穎彤9月也71歲了,他笑言,大家一起老去,身體骨骼、臟腑合奏。只是,看到記者帶來香港的甜餅,他又開懷帶着感謝笑了。在自傳《Not Quite The Diplomat》記載的小肥彭,第一趟跟父親到外地旅遊,便意外把自己反鎖在巴黎Weppler Hotel的廁所裏,自此他整個童年都對門鎖十分恐懼。少年時代,他對從未到過的美國又十分迷戀,熱愛所有美國文化。

因為經驗而恐懼,也因為陌生而熱愛莫名,人在恐懼與迷戀中學習成長,建立思維,最重要是,到最後,沒有誰可以剝奪你選擇的自由。

Occupy Central

Occupy Central is a civil disobedience movement which began in Hong Kong on September 28, 2014. It calls on thousands of protesters to block roads and paralyse Hong Kong's financial district if the Beijing and Hong Kong governments do not agree to implement universal suffrage for the chief executive election in 2017 and the Legislative Council elections in 2020 according to "international standards." The movement was initiated by Benny Tai Yiu-ting (戴耀), an associate professor of law at the University of Hong Kong, in January 2013.



Umbrella Movement



The Umbrella Movement (Chinese: 雨傘運動; pinyin: yǔsǎn yùndòng) is a loose political movement that was created spontaneously during the Hong Kong protests of 2014. Its name derives from the recognition of the umbrella as a symbol of defiance and resistance against the Hong Kong government, and the united grass-roots objection to the decision of the Standing Committee of the National People's Congress (NPCSC) of 31 August.

The movement consists of individuals numbering in the tens of thousands who participated in the protests that began on 28 September 2014, although Scholarism, the Hong Kong Federation of Students, Occupy Central with Love and Peace,  groups are principally driving the demands for the rescission of the NPCSC decision.

The plan limits the number of candidates to two or three and requires them to win majority support from a 1,200 strong nominating committee. Arguing that this does not constitute genuine universal suffrage, pan-democratic lawmakers have vowed to reject the package, while pro-democracy groups have protested. The government’s resolution was to be put to a vote by the 70-member Legislative Council in June 2015, requiring a two-thirds majority to be passed.

New cooperative relationship


NO sooner had the Legislative Council (Legco) thrown the government's constitutional reform package out than Chief Executive Leung Chun-ying said he was acutely disappointed. However, he also called on people to become agreed on matters concerning society, the economy and citizens' lives and work hard together for the sake of Hong Kong's future. Unless people respond favourably to his appeal and, in particular, unless the pan-democratic legislators change their ways and stop trying to paralyse the administration in the legislative chamber, his wish will prove a fond dream.

Having seen society torn apart by constitutional-reform controversy, Hong Kong does need to try hard to catch up with its neighbours in such areas as the economy and people's lives. It has lagged behind them. None would object to such refocusing. And, in the "post-constitutional reform" era, whether it is possible for Hong Kong to make much progress in matters other than those concerning the constitutional system hinges very much on whether the legislature will again operate normally.

The pan-democratic legislators did declare a non-cooperation fight. They have yet to say it has ended. Perhaps they think "the fact that they refrain from mentioning it means it is over". But they did threaten to paralyse the administration. How can they be allowed to prevaricate? They ought to make a declaration about this, or the public will consider their strategy of bringing the administration down to remain in force. Leung's idea of a "new cooperative relationship" has left the pan-democratic legislators cold. That perhaps shows they have not actually abandoned their non-cooperation fight. This is why it hinges on their attitude whether the administration can pursue Leung's key "post-constitutional reform" policies as he wishes.

Nevertheless, the administration must try to make progress whatever the pan-democratic legislators may plan to do. It should not boast about its achievements. It is more important to foster development. Over the past few years, as the global economy has been in poor shape, Hong Kong has been faced with dire challenges in fostering its economic growth. Hong Kong's economy is forecast in this year's Budget to grow only 1% to 3%. If economic stagnation becomes an aspect of the new normalcy, things will be unfavourable for promoting social progress and improving citizens' lives. Therefore, the administration should focus on bringing about new industries that may serve as new locomotives of economic growth.

Moreover, Leung will achieve an unparalleled success if, in the next two years, he and his officials do away with what fetters land use. Many of Hong Kong's deep-rooted contradictions have to do with land. If land supply is ample and the government has control of it, society as a whole will have hope of becoming free from restraints. Then, it will be less difficult for people to buy their own homes, rents will not be as high as they are now, and what threatens businesses' survival and growth will ease. In the next two years, the administration should carry out its plans to reclaim land from the sea and make it possible to zone a small portion of country-park land for development. It must seek to make progress on the two fronts. It will achieve a remarkable success even if it only makes such a start as to allow its successor to carry on with its projects. It remains to be seen whether Leung can achieve this together with his officials.


朝野形成新合作關係 經濟民生才有望改善


立法會否決政改方案之後,特首梁振英除了表達極度失望之外,呼籲各方放下爭拗,在各個社會、經濟和民生議題上凝聚共識,共同為香港前途努力。梁振英的呼籲必須得到各方配合,特別是泛民議員改弦更張,不再在議會癱瘓政府施政才有可能達至,否則梁振英的希冀只會淪為主觀良好願望而已。

在歷經政改爭議而使社會撕裂之後,香港確實需要致力在社會經濟民生領域事務,追回與鄰近地區、國家相比已經較滯後的情况。這個重點轉移不會有人持異議,而「後政改」時期,本港在政制以外事務,能否取得較大發展,議會是否回復正常運作,十分關鍵。

泛民議員宣示過的不合作抗爭,迄今未見宣布已經結束。或許他們認為「不再提起就是沒有了」,但是曾經表明要癱瘓政府,怎麼可能含含糊糊就過關呢?泛民議員必須就此有明確宣示,否則他們在議會內鬥倒政府的策略,公衆會認為仍然有效。梁振英提出「新的合作關係」,泛民議員冷待,或許此乃反映出他們不放棄不合作抗爭的真實一面。梁振英的「後政改」施政重點能否如願,泛民議員起着關鍵作用,其理在此。

不過,無論泛民議員有什麼盤算,施政總要向前行。既有成績不應該炫耀,未來開拓發展更重要。過去幾年因為全球經濟不景,本港經濟增長面對嚴峻挑戰,本年度財政預算案預期增長只有1%至3%,若經濟低迷成為新常態,則在推進社會建設、改善民生方面會帶來不利影響。因此開創新產業,成為經濟增長的新火車頭,應該是未來施政重點。
另外,未來兩年,梁振英若能統率政府解開土地使用桎梏,那將是莫大政績。本港許多深層次矛盾都與土地有關,若有足夠土地供應,而且由政府主導,則整體社會有望鬆綁,屆時置業難、租金高昂、各行百業生存發展受窒礙等狀况都可獲紓緩。未來兩年,政府在填海造地、劃出少許郊野公園土地供各方面發展之用,只要這兩項取得進展,即使只是開了頭,有空間讓下屆政府跟進,也算是顯著成就。且看梁振英能否率同政府交出這項成績。

Redrawing the political landscape


WITH the constitutional reform package voted down by the Legislative Council, the post-constitutional reform era has begun. Over the past two-odd years, society has been torn by bitter conflicts over the constitutional reform issue. In the days to come, can we re-imbue our political ecology and culture with sense and reason? How will the political landscape be redefined and redrawn? These are questions of concern to every sector of society. Ronny Tong Ka-wah's resignation from the Civic Party and the Legislative Council is probably a prelude to the restructuring of Hong Kong's political map in the post-constitutional reform era.

While they appeared united, Tong had for a long time been at variance with other members of the Civic Party. Five years ago, when the Civic Party joined forces with the League of Social Democrats to stage a de facto referendum by means of a five-constituency resignation, Tong took a stand different from his party's. And the recent constitutional reform issue saw the Civic Party choosing to take a confrontational approach, and Tong choosing to carry out a dialogue. Their policies and strategies were so different that, in their public statements, Tong and the leaders of the Civic Party did not even try to conceal their differences. As their political convictions are different, it is only natural for them to part company.

In recent years, in his political speeches, Tong has often expressed his desire to change Hong Kong's political culture. The political arena over the past few years has been dominated by extremism, leaving no room for rational discussion. When the constitutional reform controversy was at its height, some opposition members in their public statements went so far as to deny the constitutional roles, powers, and functions that the state, the Standing Committee of the National People's Congress, and the central government possess in relation to the Hong Kong SAR. What are their plans for Hong Kong? The opposition owes the public an answer to this question.
After the Legislative Council's rejection of the constitutional reform package, there are political parties in the pan-democratic camp that call for a dialogue with the central government. However, there are also those who do not seek to engage the central government in constructive talks. If in the days to come the opposition continues to pursue the policy of confrontation, while those in favour of a sensible dialogue fail to get sufficiently strong, not only will there be no progress in the democratisation process, but economic development and matters related to people's livelihood will suffer severely.

Tong established, before his resignation from the Civic Party, the Path of Democracy think tank, whose mission is to find a middle way between the two polarised political camps. As he said he is not retiring from politics, he is clearly trying to pursue his middle-of-the-road political principles. His resignation from the Civic Party may therefore be seen as a change in the line-up of the pan-democratic camp in the post-constitutional reform era.

In the district council election to be held in a few months and the Legislative Council election to be held next year, the emergence of new political groups running for office may change the political landscape. As Hong Kong is a highly developed economy, there should be a majority of rational moderates in society, and they should hold sway. Unfortunately, in the constitutional reform controversy just past, the moderates were almost completely marginalised. Should this be ascribed to some fixed factors, or to a society just temporarily thrown off its balance? No one can answer the question at present. We will have to wait and see.



政治版圖開始重組 期望理性生態重臨


隨着立法會否決政改方案,「後政改」時期於焉開始。過去兩年多,各方環繞政改激烈爭鬥、社會撕裂,未來一段日子,政治生態和文化能否回復文明理性,政治版圖將出現怎樣的切割和組合,都備受關注。湯家驊退出公民黨並辭去立法會議席,相信只是政局重組的其中一幕。

湯家驊與公民黨貌合神離,並非始於今日;5年前,公民黨與社民連聯手發動所謂「五區總辭,變相公投」,湯家驊的取態已經有別於公民黨。今次政改,公民黨選擇對抗,湯家驊選擇對話,路線與策略截然不同,其間公民黨領導層與湯家驊在公開發言時,言語間已經不掩飾分歧。政治理念不同,以分手收場,其實十分正常。

近年,湯家驊議政,常常提到希望改變香港的政治文化。事實上,近年政治氛圍激化,理性討論空間完全被堵塞。在政改爭拗最熱熾之時,反對陣營一些人的公開發言,連國家、人大常委會、中央政府在香港特區的憲制角色、地位與職能,都予否定,究竟要把香港推向一個怎樣的狀態,至今反對陣營中人仍未向市民解釋和交代。

否決政改之後,個別泛民黨派提出要與中央交流溝通的說法,但是反對陣營其他力量則仍然沒有尋求良性互動之意。未來一段日子,若反對陣營繼續奉行對抗路線,理性對話力量無法凝聚成一股夠分量的力量,則不僅民主進程無法寸進,其他經濟民生事務的推展也會困難重重。

湯家驊退黨之前已經另組智庫「民主思路」,要在目前政局兩極之間尋找第三條出路。湯家驊表示不會退出政壇,有理由相信他要實踐中間路線的政治理念,因此湯家驊退出公民黨,可解讀為民主黨派在「後政改」的政治板塊移動。


數月後舉行的區議會選舉和明年的立法會選舉,若有新興政治勢力加入競逐,政治版圖或許會出現不一樣局面。香港是經濟高度發展的社會,溫和理性中間力量理應是大多數,並成為主導力量。不過,今次政改的中間力量幾無立錐之地,這是特定條件的狀况,抑或社會短暫失衡的結果,目前無人可以給予答案,未來一段日子將見到苗頭。



Defeat of constitutional reform proposal has plunged HK into uncertainty


A walkout staged by pro-establishment lawmakers brought much drama to the vote on the constitutional reform proposal. Then the pan-democrats banded together, and, in alliance with Leung Ka-lau, the medical sector representative, threw out the proposal with their 28 votes. As a result, the political system will remain as it is. Hong Kong citizens will not be able to elect the Chief Executive in 2017 in a "one person, one vote" fashion.

The result of the vote is nothing short of black humour. Though they had been in firm support of the proposal, the majority of pro-establishment lawmakers staged a walkout right before the showdown, missing the chance to cast their votes. "What on earth were they doing?" This must be the question being asked by the majority of citizens, especially those who support the proposal. Several lawmakers explain that they left the legislative chamber to wait for Lau Wong-fat, so that he could cast his vote when he came back. The mess, they say, resulted from miscommunication. Even if this was the real reason and all this was a mistake, one question remains unanswered: Why did these lawmakers think that Lau's presence and his vote were of greater importance than those of the other 40 pro-establishment lawmakers? Those involved in the incident must answer this question, otherwise they will let down the citizens who support the constitutional reform proposal.

Now that the constitutional reform issue has come to an end, it is time for the SAR government to devote itself to the real business. For the Beijing authorities and pan-democrats, it is time for a full review of the situation and a new strategy. First, though the central government honestly believes that the 31 August framework is in the best interests of both China and Hong Kong, the fact remains that the opposition in Hong Kong is still capable of defying the central government. Those who understand the situation in Hong Kong are well aware that the so-called "mainland-Hong Kong" conflicts are in fact conflicts between the central government and the pan-democrats, and that they will cease to exist if the central government improves its relationship with the pan-democrats.

Second, the pan-democrats have to understand that, if they do not acknowledge the central government's constitutional status in the Hong Kong SAR, it will be impossible for them to have constructive interactions with the Beijing authorities. Nor will anything be achieved in the constitutional reform issue. In her closing remarks to the debate yesterday, Carrie Lam, the Chief Secretary for Administration, said that the pan-democratic lawmakers had been paying no regard for the role the central government plays in the SAR's constitutional development as stipulated by the Basic Law ever since discussion of constitutional reform began. She added, "To advance the cause of democracy in the SAR, it is important not to deviate from the principles and policies of 'one country, two systems' or ignore the constitutional requirements. Otherwise, any discussions of the issue will not have any solid bases. Neither will these discussions lead to any good results."

For over two years, society has been in bitter disagreement. This, together with the 79-day Occupy movement, has fundamentally changed Hong Kong's political environment in a way that makes many feel worried. The ideas of Hong Kong seceding from China and even gaining independence are making their way in society. What is more, some pan-democratic lawmakers are trying to avail themselves of the opportunities opened up by these evil ideologies, as can be seen from what they have said and done recently. In no way can such ideologies be advantageous to Hong Kong; they will only lead Hong Kong down a blind alley. It is our sincere hope that pan-democratic lawmakers will think twice and not take the risk, as that is a political gamble that will plunge Hong Kong into a dangerous situation, for which they will also pay a price.


香港陷不明朗景况 各方須反思謀出路

政改方案表決,因為建制派議員臨陣退席而倍添戲劇性。可是,泛民議員緊抱一致,連同醫學界別議員梁家騮共28票而否決了方案,結果是政制未能推展,市民在2017年無法以一人一票選出行政長官。

政改方案表決結果,充滿黑色笑話效果,堅定支持方案的大部分建制派議員,竟然臨場退席沒投票,他們到底在搞什麼東西?相信這是大多數、特別是支持通過方案的市民的疑問。有些議員解釋退席原因是為了等候劉皇發議員返回投票,託詞乃溝通不足所致。即使此乃真實原因,事態純屬「蝦碌」的結果,但是這些議員還有一個問題未交代,那就是難道劉皇發議員在席投票,重要性超過其餘40名建制派議員投票支持通過政改方案?涉事議員必須回答這個問題,否則對不起支持政改方案的市民。

在後政改時期,特區政府理應全力辦實事,北京和泛民也該全面檢討和反思時局,尋求出路。首先,即使中央堅信8‧31架框符合國家與香港利益,但現實是香港的反對力量仍有足夠勢力與中央抗衡。熟悉港情者都知道,所謂內地與本港的矛盾,其實是中央與泛民陣營的矛盾,只要中央處理好與泛民的關係,所謂內地與香港的矛盾就會消弭。

其次,泛民也要反思,若不認同中央在特區憲政上的地位,則不可能與北京良性互動,政改發展也不可能有出路。政務司長林鄭月娥昨日在決議案總結發言時,指出泛民議員由政改討論開始一直到昨天,「都漠視《基本法》下中央在特區的政制發展中的角色」;她還說「在特區推動民主發展,如果偏離了『一國兩制』的方針政策,無視憲制的要求,任何討論將欠缺最根本的基礎,結果就是難有寸進,一事無成」。

歷經兩年多爭拗和79日的佔領行動,本港政治生態確實發生變化,丕變的實質使人忐忑不安,甚至把香港推向分裂以至獨立的思潮已經泛起;近期有部分泛民議員的言行,還突顯他們意圖收割如此惡果。這些思潮,無論從任何角度審視都絕無好處,只會把香港推向死胡同!我們懇請這些議員三思而行,火中取栗會把香港陷於險惡境地,他們個人也須承擔責任和代價,切勿作這場政治豪賭。
